Information on the Assessment Process for Candidates
Just-in-Time Staffing
Building on the advantages of collective staffing processes, just-in-time staffing processes provide managers with a pool of partially-assessed and essentially qualified candidates that is continually replenished. Managers can ask for a referral from these pools, avoiding the need to initiate an appointment process for each staffing need. Through ongoing advertisements with closing dates set at pre-determined intervals, candidates are assessed and qualified continuously.
How it Works
- Advertisement for just-in-time staffing is posted on Publiservice External link. Application is done through the completion of the online form.
- The application form collects information such as the qualifications and experience related to the merit criteria.
- Screening of candidates is done based on area of selection, education and experience.
- Candidates who are screened-in will be invited by e-mail to register and undertake an online test (within 2 or 3 calendar days after the closing of the advertisement).
- Candidates will have 10 calendar days from the time of the e-mail invitation to register and complete the online test. Candidates must complete the online test in the specified allotted time or their application will be considered void.
- Those who do not pass the online test will be advised by e-mail immediately after the completion of the test and offered the opportunity for informal discussion.
- The language profile of the candidates who pass the online test will be verified. If their second language evaluation (SLE) results are non-existent, have expired or about to, the Human Resources Branch will request an evaluation at the Public Service Commission. Failure to undertake the second language evaluation tests as scheduled constitutes as a withdrawal from the process.
- Those who pass the online test and have valid SLE results will be advised by e-mail that their names are placed in the partially assessed pool for possible referral to hiring managers who will complete the assessment of the remaining criteria not yet assessed by the on-line test.
- Hiring managers will complete the assessment of the remaining essential qualifications through a structured interview, and conduct reference checks .
- Unsuccessful candidates at the interview or at the reference checks phase will be advised of the result by e-mail within 10 working days of the interview or reference checks and offered the opportunity for informal discussion.
- Each time an appointment is considered or proposed, notifications will be posted on Publiservice External link.
A new selection process for the same occupational group and level will be posted on Publiservice External link on a regular basis. Unsuccessful candidates have the opportunity to reapply but only after the 180-day retest period for the online test and interview, as applicable, has expired.
