Executive Leadership Development Program for EX-01 to EX-03
The Executive Leadership Development Program (ELDP) for EX-01 to EX-03 gives senior public servants an opportunity to deepen their leadership role in enabling innovation, fostering collaboration and delivering results for Canadians. Participants are exposed to real-world experiences and issues, with guidance from senior leaders.

About the program
During this cohort-based program, participants will:
- meet leaders and experts from various sectors (federal, provincial/territorial, municipal, non-governmental organizations, academic and private sectors, etc.)
- share challenges and successes with other senior executives and recognized leaders
- deepen their personal perspectives on leadership
- reflect on their own leadership styles
- explore and frame issues associated with ongoing government or public service directions
- equip themselves to lead organizational innovation while managing ongoing accountabilities
- travel within Canada, for a one-week study tour, to explore regional challenges and opportunities faced by various stakeholders
- communicate their learnings to other executives as a “teaching leader” within other learning events or programs
The Executive Leadership Development Program – EX-01 to EX-03 requires a commitment of approximately 24 days of learning, spread out over 10 months. The program includes:
- 17 days of group learning modules, including 1 week of travel within Canada
- 2 days of Action Learning, a process that involves a small group working on real problems, taking action, and learning while doing
- 5 days allocated for individual learning activities including psychometric assessments, one-on-one meetings with a mentor, and shadowing a leader

Eligibility
To qualify for this program, you must be:
- at the EX-01, EX-02 or EX-03 (or equivalent) levels within your department
- identified through the corporate EX Talent Management Exercise
- selected by the Office of the Chief Human Resources Officer based on the nominations by departments
Additional information
- The selection is based on the needs of the public service
- The Committee of Senior Officials confirms the selection of participants
- Approximately 70 participants are selected annually
