Authority Delegation Training Program: Frequently asked questions

Q1: How does the revised Authority Delegation Training (ADT) Program differ from the previous ADT program and ADT courses?

A1: The new Authority Delegation Training (ADT) Program has been improved based on feedback from learners and stakeholders. Improvements include the following:

  • Fewer modules: The number of modules was reduced from eight to three, which focus on finance, procurement and human resources;
  • Improved content: The emphasis is on practical real-life examples that new managers need to know;
  • Testing is now incorporated into the modules;
  • Links to other essential courses: The ADT program links to other courses that are available to help managers thrive in their role.

Many managers reported seeing content that had already been covered in other courses and was not relevant to exercising financial authorities.

Q2: How will the assessments work for a first-time validation and revalidation (five years)?

A2: Learners will need to take the three new ADT courses (listed below) to receive their validation for the first time. They will also need to revalidate these three courses after five years.

  • Authority Delegation Training: Using Public Funds Responsibly (COR250)
  • Authority Delegation Training: Practising Responsible Procurement (COR451)
  • Authority Delegation Training: Managing People Effectively (COR152)

Assessments for managers are integrated into each of these new ADT courses, which means that the former C451, 451-1, 452-2, 451-3 assessments are being archived. The passing grade is 80% on each test for a first-time validation or revalidation. Learners are allowed unlimited attempts.

Q3: What courses will be available for executives on the new learning platform related to Authority Delegation Validation and Revalidation?

A3: The COR253 Authority Delegation Validation Assessment for Executives and COR254 Authority Delegation Revalidation Assessment for Executives (five years after completing COR253) will be made available on the new learning platform.

Executives who have previously completed the G110 modules or equivalent (e.g., G124, G126, G127, G226, G227) will not be required to complete the new ADT modules (COR250, COR451 and COR152). However, these modules are available as a reference tool.

For new executives who have not completed a previous iteration of the ADT foundational modules for managers (e.g., G110 or equivalent), the COR250, COR451 and COR152 are mandatory before completing the COR253 or COR254.

Q4: My current ADT certification has not yet expired. Do I need to retake these new courses in the new platform?

A4: No. You will only need to take these courses for your next five-year revalidation.

Q5: What are the prerequisites for the Authority Delegation Training Program?

A5: There are no prerequisites for the new ADT courses. Learners can take these in any order. The recommended order is as follows:

  • Authority Delegation Training: Using Public Funds Responsibly (COR250)
  • Authority Delegation Training: Practising Responsible Procurement (COR451)
  • Authority Delegation Training: Managing People Effectively (COR152)

The COR253 module will require learners to have completed the G110 or an earlier equivalent, or the new COR250, COR451 and COR152 modules. The COR254 will require learners to have completed the COR253.

Q6: Who is the program intended for?

A6: The ADT program is primarily intended for managers at all levels who (as a result of a change in duties or an acting appointment) require authority delegation training to receive financial signing authorities.

Those who are interested in enhancing their basic knowledge of human resources, finance and procurement may also access the training for developmental purposes.

Q7: Will learners who complete Authority Delegation Training for developmental purposes automatically obtain signing authority?

A7: No. Individual departments have the authority to identify learners who require the program in order to obtain their signing authority. Training coordinators assign learners to the appropriate ADT certification path for their respective level, be it manager or executive. You must provide your organization with proof of successful ADT completion in order to be delegated as a financial signing authority. Your certification is valid for five years.

Q8: What if I have already completed the ADT certification path for interest, and then my Training Coordinator identifies me as requiring signing authority? Do I have to retake the course?

A8: No. Once you've successfully completed the training, your completion will show up in your transcript and the Training Coordinators will have this information.

Q9: If my ADT has not expired, am I required to complete the new courses now?

A9: No. The current certifications will remain in place until the five-year expiration date. Each learner's GCcampus transcript of completed courses will be accessible from the new learning platform.

Q10: Do I have a set amount of time to complete the training?

A10: As per the Directive on Mandatory Training, managers and executives must successfully complete the training associated with their legal and policy responsibilities prior to exercising their delegated authorities.

Q11: How much time will it take to complete the training?

A11: To complete the training, it will take approximately

  • 3.5 hours to complete the Authority Delegation Training: Using Public Funds Responsibly (COR250)
  • 5 hours to complete the Authority Delegation Training: Practising Responsible Procurement (COR451)
  • 4.5 hours to complete the Authority Delegation Training: Managing People Effectively (COR152)
  • 3.5 hours to complete Authority Delegation Validation Assessment for Executives (COR253)
  • 3 hours to complete Authority Delegation Revalidation Assessment for Executives (COR254)
Q12: What happens if I can't complete the training at one sitting? Can I leave and come back later?

A12: In the new learning platform, learners are able to come back and pick up where they left off and their progress will not be lost.

Q13: If I don't successfully complete the online tests, how long must I wait before retaking them?

A13: You can take the test components of the online training as many times as needed until you are successful. There is no wait time required between attempts.

Q14: Will managers who had not completed the Authority Delegation Training (ADT) certification path in its entirety (that is, courses G110, G510 and C451) before February 4, 2022, at 8:00 pm (ET) be required to register for and complete the new courses in the training (COR250, COR451 and COR152) in order to meet the requirements for delegation?

A14: Yes. A new streamlined ADT program path is available on the new learning platform and courses G110, G510 and C451 have been archived. Managers who had not completed their ADT training prior to the cut-off date of February 4, 2022, at 8:00 pm (ET), must complete the three new courses (COR250, COR451 and COR152) to meet their delegation requirements.

Q15: How will training coordinators assign the new ADT program in the new learning platform?

A15: Under the new learning platform, training coordinators are temporarily unable to assign programs directly. The interim solution is to enable managers and executives to self-register for the mandatory ADT training. Training coordinators will be notified when the functionality to assign programs is once again available.

In the interim, managers and executives should proceed as described below.

For managers who need to complete the ADT program for the first time or in fulfilment of their 5-year revalidation:

  • Training coordinators will email you a direct link to the ADT program page in the learning catalogue.
  • Go to the ADT program page and enrol in either the English or French version of the program. (If you have not yet created an account in the new platform, you will be prompted to do so).

If you wish, you will be able to toggle between the English and French versions once the course is launched.

  • Once you enrol, you will be able to access all three of the ADT courses (COR250, COR451 and COR152) in one click. If you do not have access to the ADT program link, you may search for the courses individually in the catalogue.
  • Once you are registered in the program, you will find the program landing page on your My learning home page. The landing page contains the complete list of required courses and the links to the program registration page in the catalogue.
  • You must complete all three courses (COR250, COR451 and COR152), as well as their assessment components, and obtain a passing grade of 80% in each course.
  • After successfully completing the three courses, you will receive a certificate of completion for each course as well as an ADT program certificate. These certificates can be provided as proof of successful completion of the mandatory training.
  • Training coordinators will have access to the reporting functions and be able to see who has successfully completed the program.

For executives who need to complete the ADT program for validation and revalidation purposes:

  • Training coordinators will access the reporting functions to determine if you have completed ADT program equivalent courses (that is, courses G110, G124, G126, G127, G226 and G227).

New executives who have completed ADT program-equivalent courses:

  • Training coordinators will provide you with a direct link to the page in the catalogue to the Authority Delegation Validation Assessment for Executives (COR253)
  • You will also be able to search for course COR253 in the catalogue
  • You must register for and complete COR253
  • To refresh your foundational knowledge (optional), you will be able to access the new ADT courses COR250, COR451 and COR152 in the catalogue

New executives who have never completed ADT program-equivalent courses:

Executives who are revalidating their knowledge (5 years since completion of COR253):

  • Training coordinators will provide you with a direct link to the page in the catalogue for the Authority Delegation Revalidation Assessment for Executives (COR254)
  • You will also be able to search for COR254 in the catalogue
  • You must register for and complete COR254
  • To refresh your foundational knowledge (optional), you will be able to access the new ADT program courses COR250, COR451 and COR152 in the catalogue

After successfully completing the appropriate courses, you will receive certificates of completion. These certificates can be provided as proof of successful completion of the mandatory training.

Training coordinators will have access to the reporting functions and be able to see who has successfully completed the training.

Q16: What is the difference between registering for each ADT course separately and enrolling via the program page?

A16: If you self-register for the ADT courses COR250, COR451 and COR152 individually and successfully complete them, the new learning platform will recognize that you have completed the ADT program. It is the same as enrolling from the ADT program page and successfully completing the courses. Either way, you successfully complete all three mandatory courses.

Q17: How will certificates work for the ADT courses and program in the new learning platform?

A17: Learners who successfully complete the ADT courses COR250, COR451 and COR152, as well as COR253 and COR254 (in the case of executives), will receive an individual certificate of completion for each course. In addition to these individual certificates, learners who complete COR250, COR451 and COR152 as the ADT program will receive a separate program certificate. These certificates can be provided as proof of successful completion of the mandatory training.

Q18: What is the Authority Delegation Training path for supervisors?

A18: Under the new streamlined ADT program, the G410 certification path for supervisors is discontinued. There will be one ADT program path for managers at all levels and it includes the foundational training COR250, COR451 and COR152. The Policy on People Management gives deputy heads flexibility in determining mandatory training in their organizations. Given this flexibility, organizations may opt to assign the ADT program path to supervisors (without financial signing authority) so that they may gain knowledge of roles and responsibilities. However, this is not mandatory training for this group under the policy and the Directive on Mandatory Training.
