What is the Manager Development Program?
The redesigned Manager Development Program (MDP) (LPL146) is a new eight-week cohort-based virtual classroom program designed for managers within the first 18 months of their appointment. Launching in October 2024, participants will register for one program and will then be scheduled into their eight days of cohort-based learning (one day per week over 8 weeks). The Program features refreshed content reflecting evolving workplace and Public Service realities, and a greater diversity of learning products.
What improvements can we expect in the redesigned MDP?
The new MDP will feature refreshed content that reflects evolving workplace realities as well as a greater diversity of learning modalities. The new program will be cohort-based and will be much quicker to complete, taking only 8 weeks.
Who is eligible for the redesigned program?
Respective departments' learning coordinators will be responsible for nominating and assigning eligible candidates to this program. They are encouraged to consider equity, diversity, and inclusion factors when making nominations for the program.
Are there any prerequisite courses for the MDP?
Effective October 1, 2025, participants must hold a valid Authority Delegation Training (ADT) for Managers certification to register for the MDP.
Please note: You do not need to have delegated authority from your department to take the ADT or participate in the MDP. ADT courses are designed to build understanding of the roles and responsibilities associated with delegated authorities, whether or not you currently hold such authorities.
What courses are required to obtain ADT for Managers certification?
You must successfully complete all three online self-paced courses of the Authority Delegation Training Program for Managers (Total time: ~13 hours)
Do I need to hold a valid certification for ADT for Managers to be eligible for the MDP?
Yes, a valid ADT for Managers certification is required. Please note that ADT certification is valid for five years. Managers will need to revalidate their knowledge by completing the three ADT courses every five years to keep their ADT valid.
I am registered for a cohort starting before October 1, 2025. Do I need ADT for Managers certification?
No. The certification is required only for cohorts starting on or after October 1, 2025.
I am registered for MDP but haven't chosen my cohort yet. Do I need ADT certification first?
It depends:
- Cohort starts before October 1, 2025 → No certification required
- Cohort starts on or after October 1, 2025 → Certification required
How many sessions can a registered learner miss before needing to restart the Manager Development Program?
Participants are expected to attend all eight sessions of the program.
Attendance at both the first and the last session is mandatory. The latter session includes the presentation on the leadership journey, and should not be missed.
We understand that unexpected situations may arise. In such cases, you may miss one session, so long as it is neither the first nor the last one.
If you already know you will be unable to attend any session before starting the program, we kindly ask that you register for a different cohort.
These attendance rules apply equally to those enrolling in summer cohorts. If you have vacation plans that mean you cannot respect these rules, please register for another cohort.
When will the current Manager Development Program: Virtual Edition (MDPv) be archived?
Participants can no longer register for the MDPv program effective April 1, 2024.
Participants who are already enrolled in MDPv and who have completed Orientation and Self-Discovery for Managers (LPL134) will have until March 31, 2025, to complete the remaining courses that are part of this program before they are archived and removed from the School's learning platform. Please note that these courses from the MDPv will remain in the CSPS catalogue: Coaching for Effective Leadership (TRN402); Leading Diversity (INC110); and Introduction to Negotiation (TRN140).
Will progress in the current Manager Development Program: Virtual Edition (MDPv) program be transferred to the redesigned MDP (LPL146)?
The Manager Development Program has been significantly redesigned. As such, progress cannot be transferred between the MDPv and redesigned programs. Participation in the redesigned Manager Development Program (LPL146) will continue to require nomination by departmental learning coordinators.
If a learner was previously nominated for but unable to complete the Manager Development Program: Virtual Edition (MDPv) during the remaining eligibility period, can they still complete the redesigned Manager Development Program (LPL146)?
Registered learners have until March 31, 2025, to complete the current MDPv program. Should completion not be achieved by this date, learners will need to be re-nominated by their departmental learning coordinator to enroll in the redesigned Manager Development Program (LPL146), and then start from the beginning.
